Weak research plans skip objective-setting and jump straight to methodology. Strong research plans spend half their effort on the first three sections — objective, questions, participants — and the methodology drops out of them.
Objective and research questions set the brief. Without them, the research produces findings in search of a decision. Participants defines who you'll learn from and how you'll recruit — the sampling choices determine what claims you can make. Method picks the approach from the method finder. Timeline, roles and risks keep the plan accountable. Outputs defines the deliverable so stakeholders know what they're paying for.
